The two do not line up one to one. At the finest level each lists about a thousand industries, but the boundaries differ: some SIC industries split across several NAICS codes while others merge. That is why the crosswalk below lists pairs, not a single answer per code.

A short history of SIC and NAICS

  1. Mid-1930s. The Central Statistical Board creates the Interdepartmental Committee on Industrial Classification to give federal agencies one way to classify industries.
  2. 1938 to 1939. The committee approves a list of manufacturing industries in 1938 and completes the system in 1939, naming it the Standard Industrial Classification.
  3. 1945 and 1949. The manufacturing list is revised after World War II; the non-manufacturing list is updated in 1949.
  4. 1957 to 1987. Manufacturing and non-manufacturing are combined in one manual in 1957 and updated regularly through 1987, the last SIC revision.
  5. Early 1990s. Weaknesses in SIC show, and the North American Free Trade Agreement makes a shared system with Canada and Mexico worth building. The Office of Management and Budget convenes the Economic Classification Policy Committee, which works with Statistics Canada and Mexico's INEGI.
  6. 1997. The Office of Management and Budget adopts NAICS, first used in that year's economic census, and recognizes hundreds of new industries.
  7. 2002, 2007, 2012, 2017, 2022. NAICS is revised every five years. The Census Bureau publishes a concordance between each edition and the next, which is how the crosswalk below is built.
  8. 2027. In July 2026 the Office of Management and Budget asked for public comment on proposed changes, which would apply to establishment data for periods beginning on or after January 1, 2027. The final changes are still to be published; this page and the files will be updated when they are.

What the codes are used for

Three habits that save trouble

The SIC to NAICS crosswalk

The Census Bureau publishes official concordances: one from SIC 1987 to NAICS 2002, and one for each NAICS revision to the next (2002 to 2007, 2007 to 2012, 2012 to 2017, 2017 to 2022). We chained them to bring every SIC code forward to NAICS 2022. The result lists 2,366 pairs. Every SIC industry except the "nonclassifiable" code has at least one.

Each pair carries a one_to_one flag. It is true when the code stayed a single code through every step (1,301 of the pairs), and false when a split or a merge happened somewhere along the way, so treat those as candidates rather than answers. If you need the unchained official table, the original SIC 1987 to NAICS 2002 concordance is in the ZIP as published.

Why we compiled the names again

The SIC list on OSHA's website is where most online copies come from, and it cuts long titles off mid-phrase: industry group 608 reads "Foreign Banking And Branches And Agencies Of". We restored 64 names that its list cuts off or leaves out, from the printed 1987 manual and corrected 27 more that differ from it, such as "Ecept Precious Metal" for group 396.
